  • Transparency - You can see other people’s submitted comments (unless they’re marked private), review supporting evidence, and track how agencies respond.
  • Searchable Database - You can search by keyword, agency, docket number, or topic to find regulatory actions in progress or past ones.
  • Rulemaking Timeline - Many entries include dates for when a comment period opens and closes, and when the agency plans to issue the final rule.

In short, it’s like a public bulletin board and comment box for U.S. federal rules - letting citizens, organizations, and businesses have a say before regulations become binding.

Here’s a step-by-step guide to tracking and commenting on a regulation through Regulations.gov:

1. Find the Regulation You’re Interested In

  • Go to Regulations.gov.

Use the search bar to enter:

  • Keywords (e.g., “truck driver hearing waiver”)
  • Docket number (if you know it)
  • Agency name (e.g., “FMCSA”)

You can also use Advanced Search to filter by:

  • Agency
  • Document type (Proposed Rule, Final Rule, Notice, etc.)
  • Date range


2. Open the Regulation’s Docket

Click on the title of the docket you’re interested in.

You’ll see:

  • Summary of the rule
  • Supporting documents
  • Comment status (Open/Closed)
  • Comment due date
  • Number of comments submitted so far


3. Submit a Comment

If the comment period is open, click “Comment” on the docket page.

Fill out the form:

  • Write your comment (you can attach files like PDFs, Word docs, or images).
  • Provide your name (optional - you can comment anonymously).
  • Indicate if you’re commenting as an individual, organization, or business.

Tips for effective comments:

  • Be specific and evidence-based (cite facts, studies, or personal experience).
  • Avoid emotional language - agencies prefer reasoned arguments.
  • Reference specific sections or wording of the proposal if possible.
  • Review and submit your comment. You’ll receive a confirmation tracking number.


4. Track the Regulation

On the docket page, click “Subscribe” to get email alerts about:

  • New comments posted
  • Agency responses
  • Changes to the docket status
  • You can also save the docket link to check back manually.
  • Use your tracking number to confirm your comment is posted (sometimes it takes 1-3 days).


5. Follow the Rulemaking Process

Even after the comment period closes, you can:

  • Read others’ comments.
  • Download public submissions.
  • Monitor when the agency issues its final rule.
  • The docket page will eventually link to the final rule in the Federal Register.
